President Clinton would have NO power to commit U-S planes and personnel to air strikes in Kosovo under a resolution before the U-S Senate today.Iowa Senator Chuck Grassley says he will likely support the measure that’d bar any funding for air strikes without prior Congressional approval.Grassley says the U-S cannot involve itself in every civil war or conflict in the world — saying there are about 35 or 40 underway right now. He says Kosovo is NOT a place for the U-S. Iowa Congressman Tom Latham of Alexander agrees with fellow republican Grassley. Latham says he is strongly opposed to the proposed U-S intervention in Kosovo. Latham says what’s happened in Bosnia is the result of the Clinton administration’s failed foreign policies. President Clinton has invited Congressional leaders to the WhiteHouse today to talk about Kosovo.
