The first test of a new Iowa law that keeps sexual predators locked up aftertheir prison term is over has ended with a committment.Scott County District Court judge James Kelley has ruled that 31-year oldElroy Morrow is likely to engage in sexually violent offenses again unlesshe receives treatment. Kelley ordered that Morrow be committed to a newtreatment facility operated by the Department of Human Services at theOakdale campus near Iowa City. It is the first case involving the new lawthat took effect July 1st. Morrow was convicted of third degree sexual abusein Scott County in 1993 and aggravated sexual abuse in Rock Island County,Illnois in 1990. The cases involved a 13 and a seven year old. Morrow willundergo treatment at the Oakdale facility and get an annual evaluation ofhis condition. He could be released if it’s found the treatment has beeneffective. A spokesman with the Attorney General’s office says there are 10other cases pending action under the new law.
