Republican legislators are wondering why Governor Vilsack hasn’t signed abill they believe will position Iowa as a training ground for high-skillworkers. Senate Republican LeaderStewart Iverson says the program will help ease the worker shortage in Iowa.A spokeswoman for the Governor says Vilsack hasn’t decided whether to signthe measure into law, but a decision could come late today.
