Sandbagging operations are underway in Waterloo and Cedar Falls as theybrace for the flow of flood waters from the north. The director of theHawkeye Chapter of the American Red Cross in Waterloo, Charlie Baier, saysthey’re expecting the Cedar River to crest higher than in the floods of1993. The Cedar is expected to crest at 22 feet in Waterloo. Baier saysit’s hard to predict how bad the flooding may be.The Red Cross measures disaster relief efforts on a scale of one to five.Baier says the Waterloo/Cedar Falls effort has been raised from a level twoto a level four. That means more help from outside the state.The Army Corps of Engineers says the Cedar River should crest in theWaterloo/Cedar Falls area by this weekend.
