Leaders in an eastern Iowa county waited for the one absentee ballot which wasn’t cast by the deadline, and have now declared a winner in a very close mayoral race. The Clayton County board of supervisors has declared Harold Brooks the winner of the mayor’s race in McGregor. Brooks, an ex-mayor and city council member, beat incumbent mayor Jack Slyfield by one vote. The tally was 138 to 137.
