Jay Marcus hopes the third time will be a charm as he announced his candidacy today for his third run for Congress. The 57-year-old Fairfield attorney will run as a republican for the Third District seat, now occupied by democrat Leonard Boswell of Davis City. Marcus says he wants to see family values restored in our society.Among his goals, Marcus wants to tackle government waste, reduce taxes, help small farmers, cut crime and cut health care costs. Marcus says one of our most valuable learning tools, the Internet, has been exploited and damaged by filth and wrong-doers. He wants to change that.Marcus ran for Congress in ’96 on the Natural Law Party ticket. In ’98, he came in second in the Republican primary to Larry McKibben, who lost to Boswell in the general election. Ottumwa attorney Phil Ferren finished third behind Marcus in the republican primary — and Ferren says he will run again too. Ferren says the district hasn’t been well represented.Ferren thinks his chances are better the second time around.Ferren says if elected, he will work to preserve medicare and social security.
