Iowa voters, not the legislature, may someday decide major state tax increases. A House Committee has given approval to a constitutional amendment which would have Iowans vote on all proposed sales or income tax increases. Representative Steve Sukup of Dougherty, a republican, says it makes sense. Sukup says voters should have the final say in tax increases. Democrat Governor Tom Vilsack first proposed the idea, but democrats in the Iowa House, like Representative Don Shoultz of Waterloo, oppose the move.In California, voters decide all sorts of referenda, including the infamous “Proposition 13” which limited taxes. If both the House and Senate endorse the constitutional amendment this year, the earliest voters could see the matter on their ballots would be 2001.Yesterday, the House Ways and Means Committee endorsed the constitutional amendment on a 14 to 10 vote — with action expected in the full House before the end of February.
