Who pays and how much are two of the big questions remaining for a proposed commuter rail system in the Midwest. Department of Transportation Planner John Hey told the state transportation commission today that those details will hopefully be worked out in the next year.The proposal being talked about among several states would see a route in Iowa that travels from the Quad Cities to Iowa City and then on to Des Moines and Council Bluffs. Hey says Iowa’s share of the cost will be a part of the discussion.He say there is a committment to work out the funding details.Even if the funding for the system is worked out, Hey says the earliest the service would operate in Iowa is 2005.
