It’s the political equivalent of the “Hail Mary” pass. Leaders in the Iowa House hope to bring the electric deregulation bill up for debate this afternoon — without knowing if they have the votes to pass it. Iowa Association of Business and Industry president Jim Aipperspach has been a key figure in statehouse negotiations on the issue. He says if you never try a “Hail Mary” you never know if it will workor not. Aipperspach says the outcome of the debate is very much up in the air.Senate Republican Leader Stewart Iverson of Dows last week said the electric deregulation bill was on life support as it failed to pass the Senate Commerce Committee.
