Vehicular homicide charges are expected to be filed soon against a former Iowa man who was involved in a deadly weekend crash in Minnesota. Authorities say former Des Moines resident Souksangouane Phengsene (SOUK’-san-gwan FENG’-seng) was driving on the wrong side of a divided highway Saturday and hit another vehicle head-on. Minnesota State Patrol Captain Al Smith says it’s still unclear if Phengsene was drunk. The person killed in the head-on crash was Malik (mah-LEEK’) Sealy, a pro basketball player for the Minnesota Timberwolves. Sealy’s funeral is scheduled for this weekend in New York City, while a memorial service will be held later in the Twin Cities. Captain Smith says blood tests taken on Phengsene are still being analyzed. Charges must be filed by noon Wednesday. Phengsene is still in a Minneapolis hospital. He was arrested and convicted for drunk driving in Des Moines in 1997. The Laos native still has family in Iowa but now resides in the Twin Cities.
