Governor Tom Vilsack has asked Department of Human Services officials to report to him on the case of an Oskaloosa toddler who is now in critical condition in a Des Moines hospital. He says it’s an issue that is extraordinarily important.The mother of 23-month-old Frank Charbonneau, Junior, and her boyfriend have been charged with child endangerment. The child’s biological father, Frank, Senior, says he reported his estranged wife to the D-H-S for abuse. Investigators reportedly said they couldn’t decide whose story to believe. Vilsack says to take the serious step of taking a child out of a home, investigators must have credible proof or evidence. He says you can’t do it on the basis of a phone call or allegation. Vilsack says you need proof that will stand up in court.Vilsack last week suggested a wide-range of responses to the Shelby Duis case, including more attention to the link between substance abuse and battering. He says it will be necessary to ensure the public the state is taking steps to prevent abuse.Vilsack made his comments this morning in Des Moines as he made an appearance with the son of democratic vice presidential candidate Joe Lieberman.
