Governor Tom Vilsack and FEMA director Joe Allbaugh visited Davenport today. The head of the Federal Emergency Management Agency declined to answer questions by reporters asking if Davenport should have a floodwall. Allbaugh said it was not the time or place to discuss the issue. Allbaugh earlier this week commented that maybe Davenport shouldn’t get federal funds without a flood wall. Allbaugh toured flooded sites but said his office hasn’t yet received disaster-designation requests from the governors of Iowa and Illinois. He promised to review the request once it comes in.Allbaugh praised the residents for the preparation that limited damage from the flooding. He says the Quad Cities area and people up and down the Mississippi were bettered prepared to handle the flooding than in 1993.Davenport Mayor Phil Yerington talked with the federal emergency head, and says he thinks they fought the river to a draw.In addition to the governor, the FEMA director’s tour included Congressman Jim Leach, the mayor of Davenport, and other local and state officials from Iowa and Illinois
