A Black Hawk County woman has been ordered to pay for the care of animals seized from her home last month.63-year-old Donna Jacobsen was ordered by a judge to pay 12-thousand dollars to Black Hawk County. Deputies took 100 dogs from her home in Raymond after discovering the dogs didn’t have food or water. Jacobsen also faces 56 counts of animal neglect. Jacobsen has been ordered to pay for the care of the dogs as long as they remain at a Black Hawk County shelter. Jacobsen will not get the animals back.
