The Davenport City Council has passed the first reading of an ordinance to regulate sex in the city. Beth Davis reports. The Council says the ordinance will help crack down on prostitution and drugs. The ordinance requires employees of strip clubs and other adult businesses to clear a background check and get a city work I-D. The Council removed a provision that would’ve banned workers under the age of 21 — fearing it may’ve been unconstitutional. City Attorney Brian Higher says the ordinance is based on what’s been done in other communities. The ordinance also outlaws “sex encounter centers” and puts a cap on so-called cabaret clubs.
