Parts of eastern Iowa and northern Illinois were without 9-1-1 telephone service this morning. The outage affected Dubuque, Cedar, Delaware and Jackson counties in Iowa. The service went out at about 1:30 this morning due to a circuit malfunction. By mid-morning, Qwest had rerouted calls through the 9-1-1 system.
