A southeastern Iowa woman is in deeper legal trouble as she continues to re-stack chairs outside her home daily as a work of art.Elaine Beck of Oskaloosa was originally charged with creating a nuisance after some neighbors complained about the display. While those charges were dropped, she was charged this week with violating a city ordinance which requires a permit for outdoor art shows and exhibits. Beck’s husband is the Oskaloosa city attorney.
