Governor Tom Vilsack is considering borrowing half-a-billion dollars to ensure the state can pay its bills on time. Lagging tax collections mean the state may not have enough money to write checks for school aid and other obligations. But Republicans are pressing Vilsack to make an across-the-board budget cut instead — which would save up to 50-million dollars.House Appropriations Committee Chairman David Millage, a republican from Bettendorf, says that would be a good start in balancing the books.Millage says the Governor’s refusal to consider more budget cuts shows he’s like an ostrich with his head in the sand.
