Plenty of Iowans are flying American flags — and not all of them are being flown with the proper amount of respect. Bill Rusk, Ringgold County’s Veterans Affairs director, says the U-S flag should not be flown at night without special lighting.President Bush has ordered flags to be flown at half-mast until next Saturday at sundown. Rusk says certain rules also apply to American flags that are displayed alongside other flags — state, county or otherwise. The U-S flag should always be flown above others.
