A twelve-mile stretch of roadway could hold up the expansion of U-S Highway 20 in eastern Iowa.The Iowa Department of Transportation has a policy of out with the old and in with the new when they build a highway bypass. That’s what the D-O-T wants to do with a 12-mile stretch of old Highway 20 from Grundy to Black Hawk County as it completes the new four-lane Highway 20.Grundy County officials haven’t immediately stepped forward to accept the old highway, and D-O-T District Engineer Scott Dockstader says they’re still negotiating the issue.Dockstader says they need to take bids on the paving work in a few weeks.Dockstader says is they don’t come to an agreement, they may have to put the Highway 20 project on hold and shift the funds to other projects.
