The salary of an eastern Iowa cop who’s now serving in the war on terrorism is under scrutiny.The Monticello City Council is paying a local police officer part of his salary while he serves in the Army Reserves, even though some local veterans oppose the idea. The council voted this week to make up the difference in salary for Officer Dan Howe, as long as he signs a contract agreeing to return to Monticello and serve however many months he’s paid the difference in earnings. If he doesn’t return by year’s end, he’ll have to pay the money back to the city.
