Iowa Congressman Jim Nussle, the chairman of the House Budget Committee, says this week’s I-N-S snafu is proof throwing money at a problem agency isn’t the solution. The I-N-S granted student visas to two of the September 11th terrorists, a situation President Bush said made him “plenty hot.” Nussle isn’t pleased, either.Nussle says this is probably the best example of where spending more money doesn’t necessarily mean results. He says the I-N-S budget has been increased quite a bit over the last several years.Nussle says breaking the I-N-S up is probably the best way to proceed. A bill in Congress would split the I-N-S into one agency to handle immigration and another to handle border enforcement. Government workers point out the student visa letters for the hijackers were mailed out by a private-sector company the government hired to do I-N-S paperwork.
