A hog farmer is asking a judge to declare unconstitutional a one-year ban on constructing animal confinement farms in north-central Iowa’s Franklin County. An attorney for Dana Dhormann says the moratorium conflicts with a state law prohibiting counties from regulation animal confinement farms. A county supervisor says Dohrmann has not been denied the right to build. He says Dohrmann can ask for a variance that would allow him to construct a farm. The county is the second in the state to enact the ban. Neighboring Cerro Gordo County is the first. A hearing is scheduled for March 27th.
