State Auditor Richard Johnson today released results of an investigation into allegations of credit-card misuse that led to the resignation of Kossuth County Sheriff Kevin Van Otterloo in March. Bob Jennings reports the inquiry identified 94-thousand dollars of misappropriated funds. Johnson reported the misappropriations were things like un-deposited collections, late fees and finance charges on the credit card, and unauthorized spending. There may have been more, but Johnson says nobody kept detailed records before last February of prisoner room-and-board payments. Johnson says payments from the I-N-S and other counties for prisoner care weren’t deposited, and neither were some telephone rebates and payments from the state. The audit says the unauthorized personal spending includes purchases using county cards, cash withdrawals, and county warrants issued on fraudulent claims. The DCI’s still investigating.
