A Scott County District Court bailiff is spending time in court in a new capacity. Randy Neuman was a bailiff for nine years. He was fired in June following an internal investigation. Now, he and four other people have beenarrested on charges of sexually abusing a 15-year-old runaway girl. Neuman allegedly met the girl in an Internet chat room. Then she moved into his mobile home. Deputies say Neuman allowed three men and a woman to engage insex acts with the girl at his home over a six-month period. Deputies say Neuman did not have sex with the girl, but he watched others and sometimes took pictures. Neuman is charged with three counts of third-degree sexual abuse, a felony. Charged with one count each are 23-year-old Scott Williams, 22-year-old Marissa Brown and 29-year-old Daniel Hillyer, all of Davenport; and 26-year-old Curt Rostenbach of Fergus Falls, Minnesota.
