State investigators have reviewed the actions of northwest Iowa authorities who killed a man from Rowley this past spring after a four-hour chase. 42-year-old Johnny Campbell was shot and killed last April after Buchanan County officers tried to serve him with papers that called for his commital to a mental institution. Campbell fled into the woods near the Wapsipinicon River and fired a shotgun at officers. The officers fired back and killed him. The Iowa Department of Criminal Investigation reviewed the case, and issued a report saying the shooting was justified.
