Ottumwa police won’t seek criminal charges against the parents of 21-month-old Charlee Sheppard, the two-year-old who was killed by a family dog Tuesday. Ottumwa police chief Dennis Massey released a statement saying he consulted with the county attorney and has decided not to file criminal charges against Richard and Darci Sheppard. Police were called to the Sheppard’s home Tuesday morning after the child was attacked by a dog. The family owned two pit bulls that have since been destroyed.
