Some residents are howling for the dog-laws in their hometowns to be put on a tighter leash.The city council in Davenport’s expected today to waive the second and third readings of a new ordinance that will make it easier to pick up stray dogs, charge more to bail them out, and charge residents a higher fee to keep an animal that’s been declared vicious. Commissioner Dan Vance says he has the backing of the local postmaster since a letter carrier was bitten last month by a pit bull that lunged for her throat. The city of Ottumwa has seen a leap in calls to police from concerned residents asking whether dogs are properly restrained in their neighborhoods, after a toddler was killed recently by her own family’s dog. And at last night’s Ottumwa council meeting, a couple appealing an order to move their dog out of the city limits faced a recommendation from city staff to turn down their request.
