The Iowa Court of Appeals has ruled a Delaware County man should not get a special permit to drive to substance abuse treatment.Kevin Finn is barred from driving ’til April 25, 2003, and he asked for a special permit to drive to work and to substance abuse treatment. The D-O-T granted his work permit, but balked at the other. A District Court ordered the D-O-T to give Finn the permit to drive to treatment, but the Court of Appeals has upheld the agency’s position. The Court of Appeals ruling says attending substance abuse treatment is a laudable goal, but it does not appear state law provides a means for habitual offenders like Finn to drive themselves to treatment when their license has been revoked.
