One of the two inmates who jumped a fence and escaped from a state prison near Iowa City a week ago is back in custody. F-B-I agents say 38-year-old Jeffrey Hershberger of Ottumwa was arrested in Georgia over the weekend and is now in custody in Atlanta. Authorities say Hershberger and another inmate jumped a security fence at the Oakdale prison — the fence had been switched off for a construction project. The other escaped inmate, 19-year-old Omar Wilkins of Sioux City, is still on the run. Hershberger was serving 15 years for theft while Wilkins was serving a life sentence for first-degree murder.
