The city councils in Garber and Elkport in northeast Iowa now have lists of property that will likely be part of a flood buy-out plan, but the list isn’t being made public yet. FEMA still has to act on the recommendations which were okayed last week by the Iowa Homeland Security and Emergency Management division. The list was given to city officials last night. The properties were damaged or destroyed in the May flooding of the Volga and Turkey rivers. Elkport residents will receive one-point-three million dollars while Garber residents would get 425-thousand. If participants agree to the offers, they’ll be paid 110-percent of the pre-flood assessed value of their property plus relocation fees. The buy-out program also includes some properties in Independence, Manchester and Cerro Gordo County.
