Rains totaling two to three inches hit Clay County in northwest Iowa this morning.The National Weather Service issued a flash flood warning for the county because of the slow-moving thunderstorms. The ground in the area is still saturated from the record heavy rains in September. Rivers and streams in the county have all risen in the last few hours. Monday the Little Sioux River in Spencer was at six-point-six feet. Clay County Emergency Manager Bryce Denker says the river had gone up to sven-point-one feet by around 10 A.M. this morning. Flood stage is 10 feet. Minor street flooding was reported in Spencer and Royal.
