Manning teenager has been sentenced to 15 years in prison for his involvement in a fatal traffic accident last summer on a Carroll County road. Nicholas Pelican admitted to striking two people with his pickup truck at an underage drinking party that occurred outside of Manning on July 17th of 2004. Eighteen-year-old Bart Hinners was killed in the accident and 14-year-old Cortney Halbur was seriously injured. Police say Pelican, who was 17 at the time of the accident, had been driving with a revoked license. Pelican was tried as an adult and was ordered to serve 10 years on a charge of homicide by vehicle, and five years on a charge of serious injury by vehicle. Pelican was also ordered to pay 150-thousand dollars in restitution to Hinners’s estate and more than nine-thousand dollars to Hinners’ parents to cover funeral costs. He was also ordered to pay 14-hundred dollars to Carroll county for autopsy expenses.
