A mail carrier has pleaded guilty to stealing mail from people on his route. 51-year-old James Leeper appeared in Monona County District Court and pleaded guilty to charges of fifth-degree theft and possession of drug paraphernalia. Leeper was suspended from his job with the Onawa Post Office last December, after he’d worked there for six years. A year ago, the postmaster received a tip that Leeper was stealing mail and keeping it at his house. Before that, they’d had lots of complaints from customers on the route but never suspected theft. Postal Officials reportedly searched Leeper’s home and turned up missing mail.
