Two Waterloo woman were charged with child endangerment this weekend in two separate cases. 22-year-old Jacqueline Price was arrested Saturday on charges of child neglect and child endangerment. She’s accused of leaving her two daughters home while she went to Cedar Rapids. The girls are four-years-old and 20-months old. Police found them in the basement early Saturday morning. The baby was strapped in a car seat and crying, the four-year-old was sleeping on a couch. Both were underweight and were taken to a hospital to be treated for flea bites. In the other case –Joann Cooper was charged with child endangerment after police found her five-year-old son riding his bike in a thunderstorm around 2:30 A.M. Saturday. Cooper would not be located until she called the police station hours later to report that her son was missing. Police say Cooper left her home around 1:30 Saturday morning, came home about four hours later, and fell asleep unaware that her son was not there.
