State Auditor David Vaudt has completed a report concerning a former city clerk in the southwest Iowa town of Gravity. Robin Lock is accused of collecting at least $7,800 worth of unauthorized payments.

Vaudt claims Lock authorized herself to receive about $5,600 more in payroll than what the Gravity City Council had approved, and she also received around $2,200 in unapproved reimbursements.

"Plus there were very inadequate records in the garbage fees collection area," Vaudt said. "We estimated there was probably a little over $5,000 worth of collections for garbage fees that were never deposited in the city accounts."

The mayor of Gravity requested a state audit shortly after Lock resigned from the city clerk’s job on February 15 of this year. The mayor had been notified by the IRS that the city had not filed quarterly tax statements since 2004. Vaudt says Lock was hired as the Gravity City Clerk in January of 2003.
