A Florida man may be charged by the feds in connection with the recent disappearance of a Muscatine girl. Twelve-year-old Rosario Orr failed to come home from middle school last Friday. Her cell phone records led investigators to Jacksonville, Flordia, where she was found Sunday with 35-year-old Justin Carter. She was unharmed and reunited with relatives. Carter was arrested by Jacksonville authorities on unrelated drug charges and remains in custody.

Assistant Muscatine County Attorney Alan Ostergren says Carter could be charged with child stealing and enticing a minor under Iowa law. But he says they’ve consulted with the U.S. Attorneys Office and decided that federal charges carry a substantially higher prison penalty and make more sense in this case.
