Democrats rally in Ames

Governor Chet Culver is out on the campaign trail making the case that every vote counts, and he’s citing another race for governor in another state as evidence.  Culver, a Democrat, faces Republican Terry Branstad on this fall’s ballot.

“We had a race in Washington state in 2004 that was decided by 42 votes,” Culver says. “This race is going to be close.  We’re going to win this race, but we cannot leave any of those ballots out there.”

The ballots in that 2004 gubernatorial race in Washington state were recounted twice, and the final margin of victory was 129 votes.

Freeze expected for entire state tonight

Freezing temperatures are expected to cover the entire state tonight into tomorrow morning – killing crops and sensitive plants.

 John Hinsberger, a meteorologist with the National Weather Service, says a Freeze Warning is posted for more than two dozen counties across south-central and southeast Iowa.

Temperatures in the warning area will drop into the mid to upper 20s, while northern Iowa can expect temps in the low 20s.

Three from Mason City injured in accident

Three Mason City teens were injured after their car flipped upside down into the Winnebago River in Mason City as they were coming back from a classmate’s funeral. Mason City police identify the teens as 17-year-old Dustin McMurray, 16-year-old Colby Schmidtke and 16-year-old Tyler Ridder.

Police say Ridder was able to get out of the vehicle on his own, but McMurray and Schmidtke had to be rescued by Mason City firefighters. Those two were unconscious and taken by ambulance to Mercy Medical Center-North Iowa in Mason City. Ridder was also transported to Mercy-North Iowa by car.

Campaign Countdown: Secretary of State candidates

Radio Iowa’s Campaign Countdown series has focused on the congressional and statewide races on this fall’s ballot. In the Secretary of State’s race, a western Iowa Republican is challenging the Democrat who’s held the office for the past four years.   O. Kay Henderson reports: Secretary of State 2:41 MP3

Iowa’s Secretary of State serves as the commissioner of elections and voting-related issues have dominated the race. Democrat Michael Mauro is the current Secretary of State. Mauro is a Des Moines native who graduated from Drake University and taught high school government after college.

In 1983, Mauro went to work in the Polk County Auditor’s Office and he served as the elected county auditor for his last nine years there. In 2006, Mauro was elected Secretary of State and he’s seeking a second term this fall.

 ”I’ve been administering elections in Iowa for over 25 years and during that time I’ve had a simple, basic philosophy and that’s to make the process as easy as possible, while at the same time make sure it is safe, secure and fair,” Mauro said recently on Iowa Public Television.

The Republican challenger is Council Bluffs City Councilman Matt Schultz. Schultz is a Des Moines native who stayed in western Iowa after earning his law degree from Creighton University. In 2005, Schultz was elected to the Council Bluffs City Council.

This past June Schultz beat two other candidates to win the Republican Party’s nomination for secretary of state. Schultz has made cracking down on voter fraud a cornerstone of his campaign. “I think that everyone should have to show a photo I.D. when they vote at the polls,” Schultz said this spring. “We have to show a photo ID before we get on an airplane, before we open a checking account. We even have to show a photo ID when we buy an adult beverage, so why not when we vote?”

Mauro says election officials or poll watchers already can ask voters to show a photo I.D. if they believe the voter isn’t who they say they are. And Mauro says there’s no way to check the photo I.D.’s of thousands of Iowa voters who’ve mailed in absentee ballots this year.

 ”So it sounds good and it’s a good issue to run on. It’s a good 10-second cliché or sound bite, but it’s much more complicated than what (Schultz) makes it sound like,” Mauro said during an interview with Radio Iowa. Iowa has a “same-day” voter registration law which allows Iowans to register to vote at their precinct on Election Day.

Schultz has called for putting aside the ballots cast by voters who opt for Election Day registration, and counting them one-by-one as provisional ballots, double-checking whether the person’s eligible to vote. “If you’re a felon and don’t have your voting rights restored, you could register on Election Day and someone may not be able to catch that,” Schultz said. “…Otherwise, (the ballot) goes in with everyone else’s and you can’t unring that bell.”

 Mauro touts a new electronic system that will be operating in half of Iowa’s 99 counties, letting poll workers cross-check whether a potential voter is a felon. “And when that guy that Matt says is going to show up and try to commit another felony, it’s going to flag them right there,” Mauro says. In this closing week of the campaign, the Iowa Democratic Party sent out a press release criticizing Schultz for not voting in six local elections and for not voting in Republican Primary Elections in 2000, 2002 and 2008.

 Schultz says he missed a few elections while he was in college and busy raising his family, but he has never missed voting in a General Election. “I think it’s just a distraction from the real issue and that is whether or not you should show a photo ID when you vote,” Schultz said during a telephone interview with Radio Iowa. “And this is just a desperate attempt to try and change the subject.”

 So what’s Mauro’s record of voting in elections? “I have a perfect voting record,” Mauro said this week. “Can’t ever remember missing an election.” The secretary of state’s office also receives and stores a variety of key business records, like articles of incorporation. Schultz has said he wants to lobby legislators for more “business-friendly” laws.

Human Rights Department says juvenile detention rates have dropped

The Iowa Department of Human Rights says a national program has helped cut the number of juveniles that’re being sent to county detention facilities. Human Rights Department spokesperson, Rachel Scott, says the program was started in 2007 with a grant from the Annie E. Casey Foundation.

Scott says since that time, the overall rate of juvenile detention for the state has dropped by 34% and two counties, Black Hawk and Polk have seen around 50-percent drops. She says it’s significant to note that the drops have included “youth of color.” The average number of minority youth in detention statewide was 58 in 2007 and that has dropped to 41, or 29-percent with the new program.

Reward offered in death of dogs in Warren County

A big reward is being offered for information leading to a conviction in the deaths of several dogs in south-central Iowa. Warren County Sheriff’s Chief Deputy Mike Morrison says four dogs were poisoned. Three of them died.

“They all happened within the city limits of Hartford and they all happened in the same time frame of late summer,” Morrison said. Investigators believe someone fed the dogs rat poison. Morrison doesn’t believe it was an accident, but so far, there are no suspects.

“We’ve had people who’ve been cooperative with the sheriff’s office in trying to determine what happened and how it happened,” Morrison said. “So, we’re still trying to look into that and just find the truth in the matter.” The Humane Society of the U.S. on Wednesday announced its offering a $2,500 reward in the case.
