Governor Branstad today replaced three of the five members of the Iowa Board of Parole. The new appointees are former state Representative Doris Kelley of Waterloo, retired Pioneer executive W. Thomas Phillips of Waukee and Jim Felker of Hiawatha, who previously worked in the Iowa Department of Corrections.

The three individuals replace interim board members who had been appointed by former Governor Chet Culver; Lawrence James of Des Moines, Barbara Western of Waterloo and Steve Young of Waukee.

Branstad said he doesn’t view the changes as partisan, but added he doesn’t think the parole board has moved “quickly as they need to,” to review cases.

Branstad said Elizabeth Robinson, a Democrat from Des Moines, will remain the Iowa Board of Parole’s chairwoman. The new appointments are subject to confirmation by the Iowa Senate.
