State Auditor Dave Vaudt says a review of the now closed Eastern Iowa Center for Problem Gambling in Davenport found thousands of dollars that was not properly spent. The audit covered the period between May first of 2007 and April 30th of 2009.

Vaudt says there was a little over $114,000 “improper or unsupported disbursements,” with $87,000 of that improper disbursements and $27,000 unsupported disbursements. Vaudt says the money was under the control of the center’s director, Janet Meisenbach.

He says there was over $39,000 worth of payroll payments in excess of the set compensation, another $5,000 in vacation payouts and then $29,000 in travel reimbursements to the director.

The Iowa Department of Public Health funded the center and asked for the audit. The funding for the center totaled nearly $510,000. Vaudt says Meisenbach refused to cooperate with the audit so they had limited records to work with. Vaudt says the lack of records kept them from determining if there were other improper disbursements made. The center stopped providing gambling treatment services in June of 2009.

Vaudt says the information from the audit has been turned over to the Scott County Attorney and the state Attorney General.
