The new Commissioner of the Iowa Department of Public Safety has made changes to the department’s leadership, including a new boss for the Iowa State Patrol.

Brian London took over as DPS Commissioner last month, replacing Larry Noble, who retired.

London has reassigned Iowa State Patrol Colonel Patrick Hoye to lead the Governor’s Traffic Safety Bureau. Hoye had led the Iowa State Patrol since 2007.

Dave Garrison, a 23-year veteran of the Department of Public Safety, has been promoted to Colonel of the Iowa State Patrol.

London’s other organizational changes essentially reverse changes made by Noble 10 months ago. The directors of the DCI, the Fire Marshal’s office and the Division of Intelligence and Fusion Center lost their titles, had their salaries cut and were told to report to Kevin Frampton, then the director of Narcotics Enforcement.

London has reinstated the separate divisions and named new directors for each.

The appointments include Chari Paulson as Director of the Division of Criminal Investigation, Ray Reynolds as Director of the State Fire Marshal Division, Steven DeJoode as Director of the Division of Narcotics Enforcement, and James Saunders as Director of the Division of Intelligence/Fusion Center.

In an email to DPS personnel, Commissioner London stated the new organizational structure “will allow each component of the department to focus on their respective missions while at the same time create a more efficient structure to provide public safety services to the citizens of Iowa.”
