Gambling Opponents unhappy with lottery commission.

ANTI-GAMBLING INTERESTS SAY THEY’RE NOT HAPPY WITH THE STATE LOTTERY COMMISSION’S FAILURE TO TOUGHEN RULES REGARDING THE SALE OF LOTTERY TICKETS TO MINORS. THE COMMISSION CONSIDERED BUT FAILED TO PASS A PROPOSAL TO INSTITUTE A RULE THAT WOULD PULL THE LICENSE OF RETAILERS REPEATEDLY CAUGHTSELLING TICKETS TO MINORS. REVEREND CARLOS JAYNE, AN ANTI-GAMBLING LOBBYIST, SAYS THERE NEEDS TO BE A SEPERATE BOARD TO POLICE THE LOTTERY RETAILERS.HE SAYS GAMBLING IS JUST AS ADDICTIVE FOR KIDS AS ALCOHOL AND CIGARETTES. ON ANOTHER GAMBLING ISSUE, JAYNE SAYS THE LEGISLATURE NEEDS TO IMPLEMENT ABAN ON CREDIT CARD USE IN CASINOS. HE SAYS PUTTING THE BRAKES ON GAMBLING EXPANSION ISN’T ENOUGH BECAUSE THAT ONLY GIVES CURRENT LICENSE HOLDERS AMONOPOLY. JAYNE SAYS LEGISLATORS NEED TO ACT TO BAN CREDIT CARDS AND STOP THE EXPANSION OF GAMBLING.
