The Davenport City Council will vote Wednesday on a measure banning new billboards and prohibiting the replacement of existing billboards. The president of the Quad Cities only locally owned billboard company, Tom Torrey, says one company has been putting up billboards too close to eachother. Torrey says that has ruined it for all billboard companies. Torrey says he would favor a plan that would require billboards to be 15-hundred feet apart.
