Governor wants legislative moratorium on gambling

Governor Vilsack wants the legislature to act rather than let the IowaRacing and Gaming Commission establish a gambling moratorium of its own. The state Senate is scheduled to debate the issue later this afternoon. Last year, Governor Branstad vetoed a five-year moratorium on gamblingexpansion. State regulators then wrote rules to impose the moratorium ontheir own, but legislators objected.A controversial freeze on the taxes race tracks pay to the state is holdingup the gambling moratorium bill and an attempt will be made to strip thatprovision from the bill.
