Governor Tom Vilsack is encouraging President Clinton to consider craftingfederal programs which will help farmers gain a financial stake in agprocessing plants. Vilsack took the idea to Clinton during a privatemeeting Friday afternoon.Senator Tom Harkin says Clinton was intrigued.Harkin and Vilsack say the idea is a long-term solution to the financialwoes plaguing farm country.
