Senate leaders believe it’s likely they’ll put off a vote on the nucleartest ban treaty now that President Clinton has formally requested theratification vote be delayed. Iowa Senator Chuck Grassley calls Clintoninconsiderate for pushing Congress to vote, then asking for a delay.Grassley says the Senate wouldn’t have been voting on the nuclear test bantreaty if Clinton hadn’t hounded them. Both republicans & democrats agree the treaty would be defeated if it wereto be voted on today, as scheduled.
