Governor Vilsack, who is an attorney, predicts failure for the group oflegislators planning to sue over Vilsack’s “affirmative action” plan. InSeptember, Vilsack issued an executive order which lists “sexualorientation” as one characteristic which is not to be grounds fordiscrimination in state government employment.Vilsack points to the state constitution’s “separation of powers” clause asgiving him the power to take the action.Vilsack discussed the issue with reporters as he was exiting a newsconference about another topic. When asked whether Iowans are asking himabout the issue, he replied “hardly any.” Senator Steve King, a republicanfrom Kyron (ky’-ron), believes the Governor is trying to legislate somethingthe Iowa legislature would never approve. King says if Vilsack’s orderstands, the state will have a hiring quota for “homosexuals andcross-dressers.”
