Federal budget bills still creating disagreements

A third temporary spending bill needs to pass Congress to keep the federal government running. President Clinton vetoed a key education spending bill because he says it contained too many deep cuts proposed by Republicans. Democrat Iowa Senator Tom Harkin agrees with Clinton’s veto.Republicans say the funding cuts are needed to allow lawmakers to fund the government without dipping into Social Security reserves. Iowa Congressman Tom Latham, a republican, supports the actions of House members.Latham says he’s proud of the fact the House has passed all of its spending bills and did NOT touch the Social Security surplus funds.Latham says under House legislation, every dollar paid into Social Security would be protected.
