Waterloo mother charged with child endangerment

A 28-year-old Waterloo woman is charged with two counts of child endangerment. Police found dirty diapers and garbage strewn around the house, human waste spread on walls and a toilet overflowing. Lieutenant John Beckman says a report of one child being locked in a steel cage was false.Police say Melanie Lynn Webber has a son who is mentally handicapped and the bed is to protect him.Neighbor Dawn Cole says she’s surprised by the arrest as she says the place appeared to be pretty clean.Webber’s nine-year-old son and five-year-old daughter are now in foster care.
