Groundbreaking scheduled for new river center

Ground will be broken at 5 this afternoon on what promises to be a large educational and entertainment attraction in northeast Iowa. The 30-million dollar Mississippi riverfront development is called the new America’s River Project at Dubuque. It will include a discovery center, aquarium, amphitheater, wetland display and a docked riverboat.
