Authorities in southeast Iowa have made two arrests after getting a tip from a motorist with a cell phone who reported seeing a child being abused in another car. Oskaloosa police have charged 23-year-old Clarence Yeo Junior and 21-year-old Miranda Charbonneau with child endangerment, causing injury. Charbonneau’s 23-month-old son, Frank Junior, is in a Des Moines hospital with severe head injuries which may have been sustained by his hitting a car’s steering wheel. He’s in critical but stable condition.
